As part of the Bilateral Agreements III negotiations, the Federal Council and theEuropean Commission have agreed on a protocol that will enable Switzerland to participate inErasmus+ from 2027. It is now up to Parliament and the Federal Council tocreate the necessary conditions to ensure Switzerland’s reassociation withthis forward-looking program. <\/strong><\/p> The undersigned umbrella organizations representing young people and students in Switzerlandwelcome the publication of the protocols enabling Switzerlandto participate in European Union programs, in particular Erasmus+. Thejoint intention of both parties, as set out in Annex 9 of the protocols, to \u201cenableSwitzerland’s systematic participation in future EU programs\u201d sends a very positive signal to all young people and youth work in Switzerland.The current replacement program, SEMP, allows only very limited mobilityand focuses almost exclusively on tertiary education. The Protocol I published todaytherefore marks a decisive step toward strengtheningyouth work and expanding educational pathways, particularly in the field ofvocational education and training. <\/p>
Furthermore, the undersigned organizations express their particular satisfactionwith the 30 percent price reduction provided for in the protocol. This clear financialconcession by the European Commission should be seen as a positivesign by the Swiss Parliament and encourage it to take all necessary measures tofacilitate Switzerland’s accession process to Erasmus+. <\/p>
However, Switzerland’s participation is contingent upon evaluation by a national agency, a task that will in all likelihood fall to the existing agency Movetia. The undersigned youth umbrella organizations therefore urge the Federal Councilto begin adapting this national agency to European requirements without delayand to actively support the efforts already underway. At the same time, we call on Parliament to revise the Movetia Act without delay if necessary. This process is not only anecessary condition for Switzerland’s participation in Erasmus+, but will also be animportant milestone in the further development of organizations whose servicesare aimed at young people. Accordingly, the interests of young peoplemust be given priority consideration in this project. <\/p>
