They will lead to massive budget cuts in higher education and research, as well as a <strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-accent-color\">doubling of tuition fees<\/mark><\/strong>. This report (the \u201cGaillard Report\u201d) served as the basis for an <strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-accent-color\">austerity program<\/mark><\/strong> to be implemented from 2026\u20132027.  <\/p>\n\n\n\n<p style=\"line-height:1.6em; margin:0;\">\n The Federal Council justifies this program with the need to reduce spending and consolidate the federal budget in accordance with the <span class=\"read-more-link\" style=\"color:#2987d9; cursor:pointer; position:relative; text-decoration:none;\" title=\"Learn more about the debt brake\" onmouseover=\"this.style.textDecoration='underline';\" onmouseout=\"this.style.textDecoration='none';\">debt brake<\/span> requirements. \n<\/p>\n\n<div class=\"hidden-text\" style=\"display:none; margin-top:10px; margin-left:20px; font-size:0.9em; line-height:1.4em; background:#f0f8ff; border:1px solid #cce0ff; border-radius:8px; padding:10px; box-shadow:0 4px 6px rgba(0,0,0,0.1);\">\n  <p><strong>What is the debt brake?<\/strong> It is a constitutional mechanism that prevents the federal government from spending more money than it collects in revenue over the long term.<\/p>\n  <p><strong>Objective<\/strong>: It was introduced in 2003 following a sharp rise in debt in the 1990s and is intended to prevent Switzerland&#8217;s debt from increasing further.<\/p>\n  <p><strong>How it works<\/strong>: Each year, the debt brake sets an expenditure ceiling based on expected revenues and the economic situation. 'block' : 'none';\n    });\n  });\n});\n<\/script>\n\n\n\n<p><\/p>\n\n\n\n<p>The 2027 austerity program plans<mark style=\"background-color:rgba(0, 0, 0, 0);color:#000000\" class=\"has-inline-color\"> <\/mark><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-accent-color\">significant budget cuts<\/mark><\/strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#000000\" class=\"has-inline-color\"> <\/mark>in several areas, including education and research, which jeopardizes the quality of higher education and increases costs for students. Since its publication, several players in the education sector, including the VSS, have expressed their opposition and launched mobilization initiatives.  <\/p>\n<\/div>\n\n\n\n<div While more and more cantons are not fully utilizing their budgets, potential scholarship recipients are being rejected even though the cost of living continues to rise.
