Student participation at universities of applied sciences (FH)

What does student participation mean and how is it practiced?

Student participation means that students have a say, a vote, and a role in their university. It means that students are actively involved in relevant decision-making and planning processes. While universities have a long and established tradition of student organizations, the young universities of applied sciences (UAS) are still in their infancy in this regard. Although most of the seven public UAS in Switzerland have organizations that represent the interests and concerns of students, the culture of participation varies greatly between the individual (sub)schools. Some struggle with personnel and financial resources, while others focus on organizing social events without participating in university policy-making. In some cases, the FH management only grants them limited co-determination rights, even though these are enshrined in law.

What framework conditions are needed for student participation?

In order for a student organization to fulfill its mandate of representing student interests, it needs certain conditions to be met. These include the following aspects:

  • Establishment of a legal entity, e.g., an association
  • Recognition by the university management as the primary point of contact for questions and issues affecting students
  • Regulations that precisely govern the election procedure and the use of funds
  • Sufficient human and financial resources
  • Adequate infrastructure

What framework conditions are needed for student participation?

Higher Education Funding and Coordination Act (HFKG), in force since January 1, 2015. Article 30 stipulates that “appropriate participation rights for all members of the higher education institution” (including students as the largest group) are a prerequisite for the accreditation of a higher education institution (point 4).
